Milligan’s Leadership Series to feature Knox County law director


MILLIGAN COLLEGE, Tenn. (Nov. 17, 2011) — Joseph Jarret, law director of Knox County, Tenn., will speak at Milligan College on Tuesday, Nov. 22, at 11 a.m. in the Mary B. Martin Auditorium of Seeger Memorial Chapel. The event is part of Milligan’s Leadership Series and is free and open to the public.

The Milligan Leadership Series is an opportunity to encourage, challenge and inspire Milligan students with messages from leaders who are making a difference in the community. Jarret will speak about leadership in the public sector.

This is the third time in Jarret’s 20-year legal career that he has served a local government as chief legal counsel. Jarret is a Tennessee attorney and Federal District Court mediator and arbitrator. He is a Tennessee Rule 31 Listed Civil Mediator who has litigated matters before the Tennessee Supreme Court, Tennessee’s lower state courts and federal courts. He currently serves the University of Tennessee’s Graduate School of Public Administration as an adjunct instructor, teaching courses in local government law and administration.

Before moving to East Tennessee, Jarret served Polk County, Fla., as its county law director. He is the former chief legal counsel for the Hardee County, Fla., 10th Judicial Circuit State Attorney’s Office, and is a former Manatee County, Fla., deputy county law director, during which time he also served as the county’s risk and insurance manager. He has appeared before the Florida Governor and his cabinet, has served on the Governor’s Disaster Task Force, and frequently lectures around the country on behalf of public agencies and professional organizations.

As an award-winning author, Jarret has published more than 85 articles in various professional journals. He is the 2009 recipient of the Florida Association of County Law Director’s Gordon Johnston Award for Ethics and Professionalism in the Practice of Local Government. In addition, Jarret is a former active duty United States Army Armored Calvary Officer and former United States Air Force Special Agent with service overseas.
