Milligan President Bill Greer Dr. Bill Greer

William B. Greer (Bill) was named the 15th president of Milligan College on March 18, 2011. He assumed office on July 15, 2011, following the retirement of Dr. Donald R. Jeanes. He was formally installed during inaugural services on October 28, 2011.

Bill most recently served as Vice President for Institutional Advancement at Milligan. He also teaches occasionally as the J. Henry Kegley Professor of Economics and Business. Previously, Greer served for 12 years as a member of the college's faculty and was the chair of the business area for many years. 

He holds a Ph.D. in economics from the University of Tennessee – Knoxville, an MBA from East Tennessee State University, and a bachelor's degree in accounting and business administration from Milligan.

Dr. Garland Young

Dr. Garland Young
V.P. for Academic Affairs and Dean

Garland was named VP for Academic Affairs and Dean at Milligan in 2012. He previously served as Associate VP for Graduate & Professional Studies at Milligan; Associate Academic Dean and Director for the Center for Lifelong Learning at Mount Aloysius College in Cresson, PA; and Director of Adult and Extended Programs at the University of the Cumberlands in Williamsburg, KY. He also served 20 years as a professor of religion and philosophy at the University of the Cumberlands.

He holds a B.A. in religion and Greek from Union University and an M.Div. and Ph.D. from Southern Baptist Theological Seminary in Louisville, KY. He has done additional studies at University of Kentucky and the School of Theology at Claremont in California.

Garland has served on several academic committees, written and published numerous articles, and has served on a variety of civic and church organizations.

Sue Skidmore, Registrar, Milligan College

Sue Skidmore
Associate Dean and Registrar

Sue has served in numerous roles at Milligan since 1985, including Assistant Dean of Students, Director of Institutional Research and Effectiveness, Administrative Assistant to the Academic Dean, Registrar, and Associate Dean.

She holds a B.A. from Milligan College and an MA in history from East Tennessee State University. She has done consulting work with several institutions and organizations and has served on numerous review committees for the Southern Association of Colleges and Schools (SACS).

Sue is a member of the American Association of Collegiate Registrars and Admissions Officers, the Southern Association of Collegiate Registrars and Admissions Officers, the Tennessee Association of Collegiate Registrars and Admissions Officers, and the Association of Institutional Research.

Business & Finance

Jacqui Steadman, Business and Finance, Milligan College

Jacqui Steadman
V.P. for Business and Finance

Jacqui has served as chief financial officer at Milligan since 2006. She previously was an audit manager at Blackburn, Childers & Steagall, PLC, and a staff accountant at Rodefer Moss & Co.

She holds a B.B.A. in accounting from East Tennessee State University and is a Certified Public Accountant. She is a member of the Tennessee Society of Certified Public Accountants, American Institute of Certified Public Accountants, and the National Association of College and University Business Officers.

Jacqui has served as an on-site review committee member for the Southern Association of Colleges and Schools (SACS) and serves on the board of Hands On Regional Museum and on the church council at Munsey Memorial United Methodist Church in Johnson City, TN.

She is a recipient of the Who’s Who Among Business Professionals and Executives, Business Journal 40 Under 40, Rosa Lie Jennings Brandt King Award for Outstanding League and Community Service, and the Fred C. Ward Outstanding Student in Taxation.

Enrollment Management

Lee Fierbaugh

Dr. Lee Fierbaugh
V.P. for Marketing and Enrollment Management

Lee has been responsible for the college's marketing, communications, and enrollment functions in a variety of roles since 1994, including Director of PR and Marketing, Associate VP for Communications, VP for Marketing Communications, and her current role as VP for Marketing & Enrollment Management.

She holds a B.S. in communication from Milligan College, an M.A. in communication from Regent University, and an Ed.D. in higher education leadership and management from Regent University in Virginia Beach. She completed the Summer Institute for Women in Higher Education Administration at Bryn Mawr College and the Institute for Research on Higher Education at The Wharton School at the University of Pennsylvania.

Lee has taught PR and communications courses at Milligan and presented at several conferences. She has served on the board of the Tri-Cities Chapter of Public Relations Society of America (PRSA) and the Appalachian College Association PR Council.

She is also the recipient of the 40 Under Forty Award from the Tri-Cities Business Journal and participated in the Chamber of Commerce 2015 Leadership Class.

Institutional Advancement

Jack Simpson

Jack Simpson
V.P. for Institutional Advancement

Jack has served as VP for Institutional Advancement at Milligan since 2011 and served as Assistant to the President and Director of Major Gifts since 1999. He has previous work experience in executive recruiting and sales.

He holds a B.S. in business administration from Milligan College and an M.A. in philanthropic studies from the Center on Philanthropy at Indiana University – Purdue University at Indianapolis and is an inductee to the Nu Lambda Mu Honor Society.

Jack volunteers as a Cub Scout Den Leader and is also currently serving on the Buffalo Mountain District Committee of the Seqoyah Council BSA in Johnson City. In the past he has served as a board member at Kingsway Community Care Center in Avon, IN, and Ben Davis Christian Church in Indianapolis.

He is currently a member of the Association of Fundraising Professionals–Mountain Empire Chapter and has also been a member of the Planned Giving Group of Indiana.

Jack has done additional training with The Sharpe Group, the Appalachian College Association, Christian Stewardship Association on Major Donor Program Development, and the Institute for Charitable Giving on a variety of topics related to planned giving and major donor development.

Student Development

Mark Fox, Student Development, Milligan College

Mark Fox
V.P. for Student Development and Dean of Students

Mark has been VP and Dean of Students at Milligan since 1998. He previously served as Executive Vice President and COO at Frontier Health/Woodridge Hospital in Johnson City, TN, and in numerous health care administrator roles, including President/CEO, VP for Business Development, Director of Personnel and Employee Assistance Programs, and Personnel Manager.

He holds a B.S. in business administration from Milligan College and an MBA from Western Carolina University.

Mark is a member of the Association of Christians in Student Development (ACSD) and the National Association of Student Personnel Administrators (NASPA) and has served on numerous boards, including Johnson City/Washington County Boys Club, Johnson City/Washington County United Way, Johnson City Lions Club, Johnson City Chamber of Commerce, Christian Evangelical Fellowship Church in India, and the Johnson City Sports Foundation.
